Environmental Liaison Services

Nye County, Nevada

BEC was contracted by Nye County under their Congressionally Directed Project (CDP) for Renewable Energy Feasibility Studies to generate Environmental Constraint Analysis summaries, assist each local community in assessing environmental and other impacts, conduct public outreach meetings, and maintain an ongoing effort to research potential funding opportunities.

BEC acts as a liaison contact between renewable energy and transmission developers and County staff to provide project-specific regulatory guidance and to facilitate County interactions with congressional staff, federal, state, local, and regional agencies. As liaison contact, BEC has coordinated and facilitated technical workshops for stakeholders, encouraging early inter-organizational communication and collaboration for development of renewable energy and transmission projects.

BEC also provides continual monitoring of Right-of-Way applications filed with the Bureau of Land Management (BLM) for public land in Nye County. Based on information obtained from this monitoring and ongoing dialogues with developers and stakeholders, BEC prepares GIS maps of proposed project locations relative to other projects and existing and proposed infrastructure to identify potential conflicts or land use issues.

Additionally, BEC reviews Environmental Impact Statements and Environmental Assessments and other National Environmental Policy Act (NEPA) documents and prepares preliminary comments on behalf of Nye County in support of the NEPA review process for projects relevant to renewable energy development in Nye County.
