Eileen
Christensen, Principal
Eileen Christensen is the President and Principal Scientist for BEC. She has nineteen years of experience in
environmental, health, and safety consulting. During that time she has been responsible for a variety of
environmental projects for local, federal, and foreign governments, and private industry. Eileen's responsibilities
include oversight of BEC's technical projects and programs, and supervision of BEC and sub-contracted professionals.
She provides Brownfields Program management and consultation, conducts site characterization and remediation activities
for contaminated sites, conducts environmental assessments, performs compliance audits related to hazardous materials
management issues, provides hazardous materials management and general health and safety training, and prepares general
and site specific health and safety plans and programs. Her experience includes Phase I and II Environmental Assessments;
EPA and OSHA compliance audits, contamination assessments, remedial action projects, State and Federal environmental
permitting, emergency response to hazardous materials incidents, hazardous materials management training, and training
program development.

Elizabeth
Nelson, CEO
Elizabeth Nelson is the Chief Executive Officer for BEC. She has more than 30 years' experience working
with private industry to enhance profitability for corporations and financial institutions. Elizabeth's responsibilities for
BEC entail working with private industry to expand opportunities for recycling and to increase markets for recycled products.
She works through community action organizations and local government departments to promote conservation projects that are
consistent with the "reduce, reuse, recycle" model for waste minimization. Specifically, she facilitates land use planning
and zoning permits to designate areas for responsible waste management and recycling, enlists community organizations to
introduce innovative concepts for recycling, develops incentives to promote near-source recycling, and works with the
University system to expand and further develop student internship opportunities within the environmental community.

Richard Nelson,
Senior Project Manager
Richard Nelson is a systems management specialist whose talents range from the preparation of
critical path schedules to managing multi-disciplinary projects involving planning, construction, general operations,
and maintenance. His career encompasses working and negotiating with governmental agencies (local, state, federal, and foreign),
and business and corporate entities at all levels. He has a successful track record for dispute resolution -- creating partnerships
with individuals and agencies with whom he and his organizations have interfaced. Richard provides technical support to Nye County's
Oversight of DOE's proposed Yucca Mountain Repository. Under his guidance, BEC prepared an overview of Nye County's Public Safety
Services. In it he discussed and recommended possible public safety and related service areas for Nye County and DOE support, cooperation, and integration.

Erika
Balderson, Biologist
Erika Balderson has more than ten years of experience in the U.S. Coast Guard and in the fields of biology and ecology. Working for private consulting firms and government agencies, she has served as a project manager, biologist, inspector, and researcher.
As a project manager, Erika has assisted in the review and evaluation of the Nevada Division of Environmental Protection's
(NDEP) Wellhead Protection Program (WHPP), providing recommendations to NDEP for improving the program. As a biologist in
Las Vegas, she has assisted on surveys for Gopherus agassizii (Mojave Desert tortoise) and sensitive plant species for the
US Army Corps of Engineers and private projects.

Brenda
Gilbert, Program Manager
Brenda Gilbert is a program manager with over 15 years of experience.
Brenda is a multi-disciplined professional specializing in program management. Brenda's
responsibilities with BEC include project-specific support of Public Safety, Oversight,
Renewable Energy, Economic Development, and other scientific related projects in Nye County, Nevada.
Brenda has coordinated a wide variety of meetings involving local and federal government agencies,
private developers, private foundations, and higher education representatives, including: a Nye County
Technical Development Summit; Infrastructure Development and Sustainable Building Workshops for Nye County Developers, Contractors and Craftsmen; and a workshop with a prominent private foundation for Nye County projects.

Francesca Hsie, Resource Specialist
Francesca Hsie specializes in grant writing and public
outreach, providing a knowledgeable and accessible point of contact for both
stakeholders and the general public. Francesca's grant responsibilities with BEC
include grant monitoring, reporting, research, budget preparation and writing.
She has prepared or assisted in the preparation and submission of applications,
work plans, and reporting documentation in support of grants to a variety of state and federal agencies.

Rachel
Kryder, Engineer
Rachel Kryder is a Civil Engineer with six years of
experience in engineering design for land development. Her work has included
permitting water rights, source water protection programs, utility feasibility
studies, network hydraulic analysis, and drainage analysis and modeling. Her
experience also includes technical research, data analysis, report writing,
project management, and coordinating with local and state governments.

Brian
Loffman, Project Manager
Brian Loffman has over fourteen years of experience in the
Environmental and Water Resources industries. Brian’s experience includes a wide
range of projects involving hydrologic and hydraulic analyses, modeling, and
drainage studies. As a project manager, Brian has prepared Technical Drainage
Studies and Site Suitability Assessments for residential and commercial
projects, Stormwater Pollution Prevention Plans for commercial development
projects, and numerous Phase I Environmental Site Assessments. Brian also has extensive
experience in aquifer testing and the preparation of National Pollutant Discharge Elimination
System (NPDES) permits and Discharge Monitoring Reports (DMRs).

Elizabeth
Tomica-Hewitt, Botanist
Elizabeth (Beth) Tomica Hewitt has over 15 years of experience in the fields of
botany and biology. Working for government agencies, private firms, and educational institutions,
Beth has developed extensive knowledge of native and rare plants in Southern Nevada, where she has
over ten years of experience. As a project lead for plant production projects,
Beth has developed an integrated weed abatement program and completed seed
collection, data review, and summary of long and short-term seed storage
requirements, as well as cultivation of selected species. Beth has performed
surveys and prepared comprehensive documents in conformance with the National
Environmental Policy Act (NEPA), Endangered Species Act, and Migratory Bird
Treaty Act.
