Descriptive Economic Impact Analysis for a 1,000-Bed Federal Detention Facility in the Town of Pahrump

BEC was subcontracted by MaryEllen C. Giampaoli, Environmental Compliance Specialist, to provide a descriptive economic impact analysis (within a four-week timeframe) that both Nye County and the Town of Pahrump could use to help them make decisions relevant to hosting a 1,000-bed federal detention facility in the Town of Pahrump.

The scope of work culminating in the final report entailed contacting the Department of Justice (DOJ), commercial detention center companies, and representatives from host communities with similar facilities to obtain information relevant to the positive and negative aspects of developing and operating such a facility in communities with a population similar to that of Pahrump (approximate population 35,000).

This preliminary study addressed the direct and indirect effects, in general terms, of both the construction and operational phases of the detention center, and compared these results with information obtained by interviewing leaders from detention facility host communities. Issues addressed included, but were not limited to: employee training, use of local versus imported labor, ratio of employees to detainees, natural resource, average salary of employees, indirect economic impacts to local businesses, social impacts to the surrounding community, opportunity costs, and concessions/awards for development of facilities.
