Richard Nelson
Richard Nelson is a systems management specialist whose talent range from the preparation of critical path schedules to managing multi-disciplinary projects involving planning, construction, general operations, and maintenance. A retired U.S. Air Force officer, Richard's project experience spans more than 30 years and covers careers in both the military and in civilian consulting. He is adept at coordinating resource allocation with multiple system interactions. He reviews system needs, identifies resource requirements for each project, schedules deadlines or milestones based on regulatory requirements and/or resource availability, and coordinates these factors to optimize project performance by reducing timeframe requirements. His career encompasses working and negotiating with governmental agencies (local, state, federal, and foreign), and business and corporate entities at all levels. He has a successful track record for dispute resolution -- creating partnerships with individuals and agencies with whom he and his organizations have interfaced. In the military, Richard's project experience entailed coordination of strategic and tactical elements of intelligence and investigative planning, training, and active operations. He was also responsible for teardown and setup of mobile operation centers and FAA coordination for aircraft and weapons control in-flight maneuvers. Richard planned, organized, and directed an Operations Training Program for 120 personnel, and directed preparations for worldwide no notice deployment of the unit as part of the Rapid Deployment Force Richard provides technical support to Nye County's Oversight of DOE's proposed Yucca Mountain Repository. Under his guidance, BEC prepared an overview of Nye County's Public Safety Services.
